It provides a general reference. Without that, a "small" drink could be a mug's worth, a shot glass' worth, or a thimble's worth.

You could estimate it based a teacup. Rather than only based on the other things served.

But there is no standard size for a teacup. I have teacups of many sizes.

Perhaps Ivonian teacups are larger than Vohemaro teacups, for example.
