Since she's been here so long, these answers may differ slightly from the answers she would have gotten upon first entering Edensphere.
Body and Appearance
1. Describe the character's height and build. Is she heavyset, thin, short, rangy?
Fred stands 5'5", and is quite trim.
2. How old is she?
I peg her at being around 553 due partially to headcanon and partially to what I've worked out from actual canon sources.
3. Describe her posture. Does she carry herself well or does she slouch?
She has excellent posture. Time Lords no doubt train their kids in this.
4. How is her health? Is she fit or out of shape? Any illnesses or conditions? Any physical disabilities?
She's still relatively fit, especially by Human standards, but a century or so of doing the somewhat more relaxed duties of a high-ranking Time Lord has left her out of shape. She's currently doing training with Youth, both running in the mornings and self-defense training.
5. How does she move? Is she clumsy, graceful, tense, fluid?
I'd say she's probably pretty graceful, unless she's mad. Then she gets all tense and spiky.
6. How attractive is this character physically? How does she perceive herself in the mirror?
I'm told she's very pretty (LOL), but... well. This form is far less vain than her first body, but I imagine she still makes an effort to look presentable before going anywhere that matters; Scavengers' Yard doesn't, so she often shows up to work still sweaty from the run with Youth.
7. Describe her complexion. Dark, light, clear, scarred?
Light; there were no scars when she first showed up in Edensphere, but now she has a big one running down her left arm. She'll probably have that for the rest of her life in Edensphere no matter how many times she dies.
8. Describe her hair: color, texture, style.
She looks blond in canon, but so many of her icons make her look kind of like a red-head. Let's say 'strawberry blond,' shall we?
She wears it long, and I think it's kind of silky. In the Scavengers' Yard she always has it tied back; it gets in the way if she lets it loose down there. Most everywhere else, though, she doesn't like to tie it back.
9. What color are her eyes?
Blue.
10. Does the character have any other noteworthy features?
Except for the whole two hearts, non-human thing? Nope.
11. What are her chief tension centers?
Tension? Idk. Shoulders? Isn't that normally where tension is? Besides, after a century or so of doing administrative work and paperwork as both a Cardinal and the President, she must automatically get stiff shoulders whenever she's asked to do any.
12. What is the character's wardrobe like? Casual, dressy, utilitarian? Bright colors, pastels, neutrals? Is it varied, or does she have six of the same suit?
I'd say mainly utilitarian, again for working in the Scavengers' Yard, but she does have some nice things. A pretty blue dress (from the Mall Wilderness), and probably after the Ballroom Wilderness she got a red suit like the one she was wearing in there. Idk what she's going to do with it... but she has it.
13. Do her clothes fit well? Does she seem comfortable in them?
She always seems comfortable in her clothes, whether she's wearing a suit or a dress. They always fit her well, and she wears them well.
14. Does she dress the same on the job as she does in her free time? If not, what are the differences?
No. As a Scavenger she wears a long-sleeved shirt of a solid color (usually dark to hide the rust and grease stains), trousers, (dark for the same reason), solid work-type boots so she doesn't cut her feet open, and gloves. She also has a canvas bag to store the stuff she finds.
On her leisure time she wears whatever the hell she wants, anything from a clean version of her work stuff to a party dress. But I can't imagine her in a t-shirt and shorts, so unless it's the Tree messing with her (she wore a short skirt once, as part of the School Uniforms Event) she will always have long sleeves and either trousers or a long skirt.
15. You knew it was coming: Boxers, briefs or commando?
Let's... not go here. Please. ^_^;
Speech
1. What does this character's voice sound like? High-pitched, deep, hoarse?
I'd say middling-range, smooth and nice to listen to. I need to listen to/watch the canon again, orrrrrzzzzzzzzzz
2. How does she normally speak? Loud, soft, fast, evenly? Does she talk easily, or does she hesitate?
Depends on who she's talking to, and how mad she is at any given moment. She can yell with the best of them when she wants to, but normally she speaks with an even, easy pace, the kind that public speakers know how to cultivate. Her voice also conveys her annoyance well, so if you want to know when you're pissing her off just listen to her tone when she talks.
She hesitates sometimes, most often when she's trying to decide whether to reveal something rather delicate or plotty in nature, or when she's on shaky emotional ground.
3. Does the character have a distinct accent or dialect? Any individual quirks of pronunciation? Any, like, you know, verbal tics?
She speaks with a decidedly 'posh' English accent because everyone knows that all the aliens in Doctor Who are British. No verbal tics I can think of, though she has been known to troll people over the correct name for certain starches.
4. What language/s does she speak, and with how much fluency?
Ah, here I'm not sure... thanks to the geas fail event, I have decided she speaks/can write in Latin, German, French, possibly some of the British Isle languages (Welsh, Irish). I'm not really sure >_>
5. Does she switch languages or dialects in certain situations?
Not unless she needs to speak that language to communicate with someone, I suppose. But she always sounds like a posh English person when speaking English.
6. Is she a good impromptu speaker, or does she have to think about her words?
I guess both? She can turn a pretty phrase on a dime, and she seems to tend to get more eloquent as she gets angrier, but she usually tries to think at least a little before just blurting stuff.
7. Is she eloquent or inarticulate? Under what circumstances might this change?
Eloquent. Inarticulation only happens after Bell accuses her of flirting with two different men... though that might not make her blink, these days.
Mental and Emotional
1. How intelligent is this character? Is she book-smart or street-smart?
Mostly book-smart, but her travels with the Doctor made her pick up some street-smarts too.
2. Does she think on her feet, or does she need time to deliberate?
Both. She often does better if she plans it out, especially since the Doctor's school taught the 'yell at/taunt the bad guy when you're in a corner' way of thinking. This normally doesn't turn out so good for the good guy in real life.
3. Describe the character's thought process. Is she more logical, or more intuitive? Idealistic or practical?
Logic and practicality all the way... though she has a soft spot for those intuitive idealistic people, thanks so the Doctor.
4. What kind of education has the character had?
A formal, Gallifreyan education, and the Doctor's school of hard knocks.
5. What are her areas of expertise? What, if anything, is she interested in learning more about?
She should probably know a bit more about Earth than I play her, since it is the Doctor's favorite planet... but she probably has a good grasp of the way politics works, and she should have a good grasp of tact. Whether she actually ever gets around to displaying those skills in ES is another matter entirely...
She's very interested in learning more about everything. No, seriously.
6. Is she an introvert or an extrovert?
Extrovert, definitely.
7. Describe the character's temperament. Is she even-tempered or does she have mood swings? Cheerful or melancholy? Laid-back or driven?
Relatively even-tempered, though she does not suffer Boss fools and can quickly become irate when dealing with them. Her levels of cheerfulness depend on how much shit the mun ES has been throwing at her recently; I'd say she's pretty driven in whatever she chooses to do, be it Scavenger work or exploring ES.
8. How does she respond to new people or situations? Is she suspicious, relaxed, timid, enthusiastic?
I would say 'bold,' mixed with a little bit of trepidation when it comes to new places. What's to say there isn't a 6-foot-tall green blob that wants to eat your face off hiding behind that statue? She's seen weirder stuff.
9. Is she more likely to act, or to react?
Act, if she can... but there's nothing wrong with reacting.
10. Which is her default: fight or flight?
Flight, of course! The girl can run when she wants/needs to.
11. Describe the character's sense of humor. Does she appreciate jokes? Puns? Gallows humor? Bathroom humor? Pranks?
I would say she has a dry sense of humor... though being friends with Derrick and Gene might change that eventually.
12. Does the character have any diagnosable mental disorders? If yes, how does she deal with them?
Not really. She's a Time Lord, so they think about things a little differently from Humans.
13. What moments in this character's life have defined her as a person?
Traveling with the Doctor. Leaving him before he left her. Becoming the Lady President.
14. What does she fear?
Being alone in a small, dark place--more of a phobia, that. Being helpless. Daleks.
15. What are her hopes or aspirations?
At the time she was elected President? Changing Gallifrey's way of governing itself from the inside.
Now? Get the hell out of Edensphere alive, with her friends if she can manage it.
16. What is something she doesn't want anyone to find out about her?
Hmm, she hasn't remembered anything very bad about herself yet... I guess she wants to keep quiet about her non-Humanness to most of ES, for now. Just in case.
Relationships
1. Describe this character's relationship with her parents.
She was a good daughter, bookish and quiet. They made sure she didn't want for anything.
I headcanon Time Lord families as being somewhat cold and formal, for a few different reasons.
2. Does the character have any siblings? What is/was their relationship like?
Yes (unless I'm mixing up the canon, which is very possible). Sadly, her only sibling, a brother, was erased from time and space because he was condemned as a traitor to the Time Lords. She doesn't remember him, and thinks she was an only child.
3. Are there other blood relatives to whom she is close? Are there ones she can't stand?
I don't know.
4. Are there other, unrelated people whom she considers part of her family? What are her relationships with them?
The Doctor, I guess. Very, very, very, very close friend... and, at least in the case of his 4th self, with benefits.
5. Who is/was the character's best friend? How did they meet?
The Doctor. An all-powerful force decided she would be his assistant for a certain mission, and then they stuck with it for 50-75 years after the mission was over.
6. Does she have other close friends?
Leela, a Human warrior female and Romana's bodyguard. Romana calls her 'savage' fondly.
7. Does she make friends easily, or does she have trouble getting along with people?
Depends on who you are... if you ping her for the Doctor, she'll want to get to know you more. If you're an idiot, she will only speak to you if she has to.
8. Which does she consider more important: family or friends?
Friends. I don't know where her family might be; like I said, Time Lord families are likely very cold, so it's entirely possible she doesn't talk to her parents any more.
9. Is the character single, married, divorced, widowed? Has she been married more than once?
Lol, no.
10. Is she currently in a romantic relationship with someone other than a spouse?
Nope.
11. Who was her first crush? Who is her latest?
The Doctor. He will always be her only love; she gave her hearts to him a long time ago. As Sarah Jane put it, 'There was one man, a while ago. But he was a pretty tough act to follow.'
12. What does she look for in a romantic partner?
The Doctor. No, really. If she seems interested in someone romantically, it would be because they ping her especially hard for him.
13. Does the character have children? Grandchildren? If yes, how does she relate to them? If no, does she want any?
No, and sweet Rassilon no.

I don't think so.
15. What is the character's sexual orientation? Where does she fall on the

Eh, those scales suck. I can actually see her as easily in a same-sex relationship as a heterosexual relationship; the Time Lords aren't so fussy about outward appearance, since they change their own bodies 13 times in their lifetime. But I also see them as having a very low libido, as would befit a race whose members aren't considered adults until after they turn 100-ish, and who can live for thousands of years if they do it right.
16. How does she feel about sex? How important is it to her?
Not at all, though that might change if she *ever* gets a partner.
17. What are her turn-ons? Turn-offs? Weird bedroom habits?
...Pass.
Beliefs
1. Do you know your character's astrological (

She was born under crossed computers, lolz.

Nope. She swears by Rassilon because she hasn't remembered what an asshat he is yet, but he's not a god. Gods exist, of course they do... but they're generally aliens, or forces from another dimension, that tricked the poor little Humans into thinking they were gods by displays of technology.
3. Does this character have a personal code of morals or ethics? If so, how did that begin? What would it take to compromise it?
Yes, but I'm not sure what they are... perhaps someone she cares about being in trouble?
4. How does she regard beliefs that differ from hers? Is she tolerant, intolerant, curious, indifferent?
Weeeell... tolerant. For the most part.
5. What prejudices does she hold? Are they irrational or does she have a good reason for them?
Magic = B|
She doesn't believe in it. At all. But after the time she fought with Grace about it she doesn't denounce it as a lie any more which, quite frankly, was a stupid move to begin with :\ Now, it's... another sort of science, and she's actually rather interested in exactly how it works.
The reasoning behind this prejudice? Doctor Who doesn't have magic--and the few episodes that do feature it always have a scientific explanation, like telepathy or the fact that the aliens doing the magic used words instead of numbers in their science yeah I don't know either just roll with it
Daily Life
1. What is the character's financial situation? Is she rich, poor, comfortable, in debt?
Quite comfortable... it's actually never been shown if the Time Lords use money. It is very possible, especially with the Doctor's relatively cavalier stealing of money from various ATM machines, that the Time Lords don't use money anymore. They probably think it's crass and beneath them, and have some sort of moneyless society set up.
2. What is her social status? Has this changed over time, and if so, how has the change affected her?
It's changed a lot over time, from the willing renegade to the Lady President of Gallifrey. She's managed to keep herself mostly herself all that time, and became the President for her own purposes.
In Edensphere she is a Scavenger, which isn't exactly a glamorous job... but she finds interesting stuff, and she makes enough to help out with the expenses.
3. Where does she live? House, apartment, trailer? Is her home her castle or just a place to crash? What condition is it in? Does she share it with others?
Canon - The Doctor gave her her own room in the TARDIS, and she filled it with stuff she had no doubt collected on their travels. As the Lady President, she got her own suite. She used it to study and prepare for the next day, and sleep, of course.
In Edensphere she uses her room to work on stuff she finds in the 'Yard. She used to share a room with Pinky, but now that Pinky has poofed (baaaw) she's started to spread out to use the entire room.
4. Besides the basic necessities, what does she spend her money on?
Girl likes clothes. She's rarely shown in the same outfit twice in canon, and I figure she has to replace her work clothes relatively regularly as they probably get torn up.
5. What does she do for a living? Is she good at it? Does she enjoy it, or would she rather be doing something else?
She's a Scavenger in Edensphere, as I keep saying... this means she spends her days rooting around in scraped and broken metal in the lowest level in Edensphere. She then repairs anything she finds if she can, takes it to someone else (probably Bridge) if she can't, and sells it. I'd say she enjoys it; she might have enjoyed Adventuring more, but she enjoys the chance to hone her repairing skills.
6. What are her interests or hobbies? How does she spend her free time?
Learning stuff, probably specifically about Earth since she's stuck in a very Earth-like place now. Reading, or exploring ES if she feels more like rambling around that particular day.
7. What are her eating habits? Does she skip meals, eat out, drink alcohol, avoid certain foods?
She has been known to skip meals, but Time Lords suffer less from that than a Human would. She can cook plain meals but it seems almost pointless to her, so unless she's cooking for someone else (she's been known to cook for the Spamily from time to time, and probably cooked for Roswell when she felt like it) or someone's cooking for her she'd probably rather eat out. Drink alcohol, not so much... though she has started sampling a few different drinks when the occasion arises, out of curiosity. Hurray for Time Lord metabolism.
I figure Time Lords can eat pretty much anything. It amused me to think she ate Roswell's favorite combination of sweet things and Tabasco sauce without batting an eyelash.
