Russia calls Lithuania "Lithuania" or "Litva", depending on the language that he speaks (but he often uses "Litva" even when he speaks English). He has never and will never call him "Liet". Not only is that a nickname that in canon only Poland used, it also is derived form the Lithuanian word for the country - Russia at no point supported that language, far from it. He tried to make it vanish - so why should he use it to nickname his favourite nation?

Russia speaks a very polite, almost formal ( original: Japanese). He definitely does not speak broken (here: English). His choice of words is stuck somewhere between polite and children's speech. Or at least this kind of speech pattern is what I'm aiming for (being ESL, nuances like that are just something that doesn't come to me very easily.)

While he pointedly never speaks or understands any of the languages of his empire except for Russian, he has a rough understanding of the other Slavic languages and knows very basic Lithuanian and Estonian. It's good to understand what others are talking about, after all.
Russia is fluent in Russian and French (language of diplomacy), speaks good German and okay English and Arabic. He knows a bit of Greek (from the days when Moscow became the "new Jerusalem"), Swedish, Turkish and Latin.

He sometimes speaks of the person that he is talking to in the third person. Sentences like that usually contain or refer to a very recently used 3rd person "you". For example, talking to Ukraine: "Big sis should be careful. I don't want her to get hurt."

"Little girl", "your little head": Sometimes this implies that someone is being "silly" or cannot grasp the situation and thus has to be shown the way by Russia. Aka someone is inferior and should listen to Russia. But it can also and just as often be a term of endearment.and affection.

He often ends sentences with a rethorical "yes?" that usually implies that
1) what he just said is obvious and objectively right and everyone would agree with him
2) the other person should stop their silly behaviour and apologize now and that they are in trouble.

Russian: I will not use any Russian, or at least I'll try to avoid it, since I don't speak the language. If Russia uses it, there will be a short ooc note that says so.

Human names: Are not used between nations, but Russia uses his human name with most humans (except for his boss, Mr Newspaper, and other people that know who he is), simply because it makes things a LOT easier.
