Lost Sheep

Luke 15:4 says:

What man of you, having an hundred sheep, if he lose one of them, doth not leave the ninety and nine in the wilderness, and go after that which is lost, until he find it?

What does it meant to "leave the ninety and nine in the wilderness?"  Is there a sense in which God leaves believers in a wilderness in order to win an unbeliever?

Cause I don't think God leaves believers in the wilderness in order to win an unbeliever. He's always with us, He never leaves us. I agree with the second point (is that a better word? :D)
