Overreaction I think.

There are those who believe that buns only belong in gardens and those who are terrified of predators and parasites and buns should never be outside ever.

Most of us fall somewhere in the middle - we look at the risks and at our buns and make choices. Choices that people are going to feel strongly about.

My first bun wasn't too fond of the harness but she did like going outside and traveling, so she decided to put up with it. I lived in an apartment building and walking her in the yard was fun for both of us. She liked to run around in the bushes and chase the cats, and I took her on road trips and we ran around rest areas - much to the amusement of everyone else at the rest stops.

Now I live in a condo with a different bun who hated the harness and though she likes to come out on the deck and enjoy the breeze, she has never even tried to go down the stairs. She's much less adventurous, so I don't force her.

You viewed your options, you know your bun, and you have made educated decisions based on many factors.
