State passes new protections for victims of bullying

Two California laws signed late Sunday expand the definition of bullying to include sex orientation, require additional training for school staff and allow students who have been bullied to transfer districts.

AB 1156, sponsored by the California State PTA and introduced by Assemblyman Mike Eng, D-Monterey Park, links bullying to poor academic performance.

"Every child is entitled to a safe and peaceful school environment that is orderly and empowering," Eng said in a statement Monday.

The law also requires school-site personnel to be trained to handle bullying as part of a larger definition of school safety

"In signing this legislation, the governor lays the groundwork for making our schools safer for students and teachers," California State PTA President Carol Kocivar said in a statement. "This is a real achievement for all the children and families of California."

Gov. Brown also signed AB 9, also known as Seth's Law. The measure is named after 13-year-old Seth Walsh, who hanged himself after he had been teased at school by classmates who perceived him to be gay. It is designed to ensure schools establish anti-bullying policies that include sexual orientation and gender identity, respond quickly to complaints of bullying, train personnel to recognize bullying and make resources available to victims of bullying...."
