There might be spoilers involved in that, actually--how familiar are you with American Gods? The spoiler-lite version is that he is similar to someone to whom Horus reacted very strongly in canon and--actually, their interaction was kind of similar to Ashes' and Chaiel's, in some ways. In a lot of ways, actually. And Ash might be reminding Horus of that person, or Horus might just be reacting the same way because of the traits they have in common--it's a bit difficult to tell sometimes, with Horus. Less specifically, there's also Ashes' particular brand of notgodness, which he shares with Kieran. There are a lot of gods, god-touched, avatars, etc. in camp, which is very inconsistent with Horus' homeworld. The half-gods interest him most--it's implied that they're supposed to be rare in Horus' world. The two people Horus are primarily interested in right now--Ashes and Ronan, specifically--are both not!gods in some way; there's also Will Stanton, Kieran, and Lina Inverse, and of those three, Kieran is also a demigod--in fact, as far as I know, the God Eaters variety of demigod is closest to the American Gods version. Horus is, however, less interested in Will, Kieran, and Lina in this way because he feels less specific responsibility towards them. There's. Possibly bit more to it than that, but I'm not sure how to explain it xD
