Step 1: I don't think I need to go over the baby steps about getting, cropping an image, ect. so I'm going to jump that speech and go right to adding layers
Layer 1 - #002d3c - Normal 20%
Layer 2 - #3b0000 - Screen 60%
Layer 3 - #3b0000 -Screen 60%
Layer 4 - #3b0000 - Subtract 60%
Add this Mask Layer or Make Your Own With the Same Concept- Soft Light 100%
Layer 5 - #cff7f6 - Burn 50%
Step 2: Merge those layers, layer duplicate, sharpen 35%.
Step 3: Layer duplicate, Selective Gaussian Blur (blur radius 5 - max delta 15)
Step 4: Layer duplicate, Gaussian Blur (horizontal /vertical 6 - blur mod IIR), set this layer to Soft Light 100%
Step 5: Merge those layers, layer duplicate, colors > auto > color enhance, set layer to Screen 65%
