AU Background:  The AU isn't too much different from canon, besides the rather large gap of which SBURB does not exist. This of course in turn means that Earth and humans do not exist, because the trolls never played the game and created them. Aradia is still dead, Terezi is blind, Tavros is in a wheelchair, Vriska is missing an eye and an arm, and other such things that were fixed over the course of SBURB and their time in veil never happened. Everything is as it was before they entered.
All the trolls are still under the happy and watchful care of their lusii (save Gamzee of course), growing up and learning what they want to do with their lives. However, the non-existance of SBURB makes this world a doomed timeline, due to the several important factors that do not exist due to the trolls not playing the game. In the end, most trolls in the timeline will die, including Feferi, most at the hands of a Gamzee gone sober, determined to continue down the path of his Subjuggalator ancestors. It is from this doomed timeline that Scratchs genetic code book originates, splattered in the blood of all the trolls murdered by Gamzee. Upon Feferis death there will be no one to keep Gl'bgolyb quiet, and the Vast Glub will be released, killing all the trolls in the galaxy, save the Empress.
But, as far as she is in the timeline, this doesn't concern Feferi.  
Feferi, due to being the Heir Apparent, has many lofty goals she has set for her rule, and has requested the help of her friends to properly understand all aspects and parts of troll culture. She wants to redefine the word 'cull' to meaning taking care of the weak, rather then the previous notion of culling being killing the weak. She doesn't believe in the caste system and wants to remove it from the society, and make killing another troll a punishable offense. She wants to add an additional aspect to the law system which will allow defendants an attorney of their own, rather than just a legislacerator accusing them in front of the court and His Honorable Tyranny. However, her associate on the matter of law is rather keen on keeping the system as it is, and shooting down all her ideas. The law is the law is the law, and Terezi likes it just as it is. This doesn't stop Feferi from trying to convince her, however, and trying to come up with compromises that would suit both her and Terezis ideas. It is with Karkat that she talks about her caste system ideas, feeling out of all the trolls he would understand her best. While he hasn't been much help on the matter, she finds it enjoyable to inform him of her ideas and gauge his reactions (the less profanities per sentence are a pretty good way to tell that he likes it).
She still is Eridans moirail, feeling it was her duty and obligation to keep him in line, and also requiring his assistance to keep her lusus fed until she could figure out a way she could keep her quiet and stop orphaning trolls. She doesn't particularly enjoy this job, but Eridan is too anti-land dwellers for Feferi to keep her eye off of him.
Sometimes she wishes she could leave all her duties behind and just swim up and up until she reaches the shore, and visit with all her land dwelling friends that she'd come to hold so dear. But no-- she had too much work to do below, and couldn't risk being away from her lusus for too long.
She has ambitions to unite the two races, majorly spawned on by the whisperings of her lusus, so that sea trolls and land trolls could be in harmony without racism. Since she is still young, she hasn't gotten the chance to enact any of her ideas. Feferi has a lot of growing to do yet-- before she can even take the throne, she must face off with the current Empress. Due to her superior age and skill it would be quite a difficult feat, and the throne hadnt exchanged hands in many sweeps. Feferi hopes that her ideas and ambitions can sweep amongst the trolls and unite them together, helping her to have an uprising against the current monarchy and prevent herself from death at the Empresses hands. Personality: Feferi is a very sweet girl, very perky, energetic, and quite excitable. She has a very humble and optimistic look on life, considering herself no better than anyone else, despite being of the highest caste of troll society.
She can be seen to find the good out of any situation, and rather fearless-- despite the fear most had of the horror terrors, she rather liked them and claimed they werent all bad when you got to know them, aswell as charging Eridan after he injured Sollux, despite her less than stellar chances when he was equipped with his science wand.
She has a deep caring for all her friends, even admitting she has no one that she hates, and is the first to encourage the rest of the trolls to help out the kids with their session. She has a slightly childish optimism on live in some cases, but very much willing to sacrifice things for the greater good of Alternia.
As Heir Apparent to the throne, shes very adamant about changing the definition of 'cull', from the normal definition of killing the weak and helpless, to taking care of the weak and helpless. She's very nurturing and often takes care of sealife in her home, especially cuttlefish. This relates back to her trollian username, cuttlefishCuller, due to her wish to change the word and relating back to her 'culling' the cuttlefish. Despite her wish to protect the weak, she was often the cause of orphaned young trolls. Her lusus, Gl'bgolyb, was particularly dangerous, and required constant feeding of other lusii in order to keep her voice quiet. If it were to become too loud, she would release the Vast Glub, and kill all on the planet except Feferi, herself, and the Empress. While Feferi doesn't particularly seem to be guilt-ridden from her actions, she definitely wasn't happy with them, and has once said that despite how much she loves her lusus, it was relieving to not have to take care of her anymore.
One could relate Feferi back to Ariel from the Little Mermaid, in many ways besides that of sharing a sea dwelling nature. She wants to be able to explore the land and meet with her land dwelling friends, walk freely amongst them as one people. No castes, no blood colors... just everyone equal.
Despite her ideas and plans for her role as future empress, she almost seems as though she doesn't want to be a leader.  When they enter their sburb session, she willingly allows Karkat to lead the trolls, and doesn't even make a fuss when he decides to accoust the kids in their session. By that point, she'd had enough of being the leader. She wanted to live her life freely as she wanted to. Obviously though, this is slightly different with her AU self. While she wishes she didn't have to take on the role she has-- afterall, it came with tremendous pressure and much work to reform the society as she wished it could be-- she understands that it must be done. However, she encourages her friends to contribute to her ideas and help her, almost like a democracy rather than a monarchy.
She's still young and naive with much to learn, but she has high ambitions for the future. Reform culling, remove the caste system, bring equality, fair trials.. so many ideas. Perhaps with age she will learn to be more realistic, but for now, she has a high optimism for the future.
Her lusus whispers tidbits from the future to her, and has told Feferi that she would be the one to unite the two races. She took that information to heart, and is doing her best to unite the land dwelling and sea dwelling trolls. She might also have a little more selfish reason for wanting to be able to see the land dwellers aswell, and it starts with an S...
Being slightly older than the trolls in canon, her appearance is slightly different. Her horns are longer, albeit not by much, and her eyes are starting to fill in with the color of her blood. She is also slightly more developed physically, a bit taller, and much leaner. Her hair is about the same length, and she wears the same clothing.
Feferi also considers herself to be a bridge between Alternia and other races once she successfully ascends to the throne, wanting to create more positive relations between them and other cultures once she refines their previously aggressive nature. As such she will be eager to meet other races and represent the troll society as best she can, almost like a dignitary. However, she is a bit too silly to properly represent them as of yet, and won't do a particularly good job of it besides marveling at the aliens she'll encounter.
By the way, she makes the best fish puns to ever be encountered in the history of paradox space. Not even lyin'.
Abilities: Being a high blooded troll, Feferi is significantly stronger and more agile than a human, and even more so than an average troll. She is even strong enough to swim through the ocean while pulling along a whale corpse behind her, which is pretty impressive when you think about it. She also managed to swing through the water and jump up into the air several feet, transcending into her first gate very early in the game, using only her leg muscles and no sort of boost. The only other person to jump as high as her was pointedly mentioned to be outrageously strong and capable, so this definitely says something for Feferi.
She is also skilled with wielding a trident, or in her cast a 2x3dent, which is essentially the same as a trident but with double heads. Needless to say, Fef is very well capable of handling herself in a fight. Unless they take a sucker shot and blast her through the stomach. She also has the ability to breathe onland aswell as underwater, and this can allow her a major advantage. Since she is used to the pressures of deep undersea living, she is most likely even stronger and more agile on the land than a normal troll.  
She also ultilizes the use of a sylladex, like all the other characters in Homestuck. This allows her to carry things on her person without them even being visibly on her, and can simply decaptcha them at any time. Who needs a purse when you have a sylladex, i mean really.
Sample Entry: She found no joy in the orphaning of others. But it wasn't something Feferi could particularly help-- it was neccessary for the survival of all trolls, even if by doing so she was risking the lives of some of her kin. If  Gl'bgolyb were to raise her voice, everyone would suffer. All the lower bloods would go first, and as her voice rose and rose, everyone-- excluding herself -- would perish.
That wasn't something she could afford to let happen.
So thats what her world had begun to revolve around, keeping her lusus' voice at bay. She had no time to have fun, to really frolick and play, to see her friends on the land... it was too risky. Even a moment away from her lusus could cause her to become testy. 
But Feferi could accept this sacrifice for her people.
If she weren't to do it, who would? Not the Empress, of course, she was too busy conquering galaxies far, far away... leaving Feferi to pick up the slack. 
But that was alright.
She could handle it.
Sometimes Feferi would dream of reaching the shore, to walk like the land dwellers walked and meet all her friends and see that one particular person who made her heart a-flutter...
But she couldn't.
And that was okay.
She had a responsiblity to uphold, and uphold it she would do. She had her moirail for company, she could play with her fishfriends, and her lusus would whisper things to her of what was to come. Feferi liked her life, she was just fine with the way it was. 
Everything would be just fine.
