Yup, basically Justin Lin was not about to give up Han as an actor because the fans fell in love with him (AND ONLY HIM, EVERYONE ELSE IN TOKYO DRIFT WAS ABSOLUTELY TERRIBLE) so the only way to write him back into the franchise was to make the movies take place before Tokyo.
