Ravemon, the Area Leader for Tetha -- the person pulling the strings there -- is in league with the Demon Kings, the Digimon we were brought here to fight. He's been making plans for war, and he's got a very potent fear gas at his disposal via an evil bastard criminal from Neon City. Ravemon is pulling together an army, and mass attacks that happened before any of you arrived here were likely ordered by him.
There's a man in Neon City too, one called Otto Octavius. He's found a way to control the Area Leader there, Chaosdramon. A large group of Tamers lead investigations over the course of the last month, and all information points to brewing war. I demanded to be able to keep you in the loop've gotten permission to tell you what's going on so you can stay safe. DATS -- the military police -- is likely working on something too. It's all going to flare up soon, though. Find somewhere out of the way and stay there until it blows over.
