freedom of expression, freedom to dance?

I’m told at one point one of the police officers asks one of the videotapers if they have a “permit” for that. This happened two weeks ago, following a court ruling banning dancing at memorials (a more comprehensive overview here: Irreverent Messengers Dance to the Civil Disobedient Beat at the Jefferson Memorial). Following protests - composed of far more people - have since occurred without further arrests although the overal question is clearly far from settled: Dancing at the Jefferson Memorial: No arrests made at monument dance protest.

While I can see that the judges are trying to split hairs on what is a “protest,” I will note that the Taliban likes to ban dancing, as well.
