Have you tried GIMP? It's free! :D And PSP isn't all that expensive. I just saw the most recent version at Best Buy for $30 (after rebates). :) PSP is all I use and I LOVE it.

I think it's usually about $100 dollars, but you can almost always find it on sale or offered with a rebate. :)
