1.) I know it's a simple check mark in some LJ custom themes, but I believe the CSS coding is "background-attachment: fixed;" or maybe "background-image: url(http://image.jpg) fixed;"

Easy to do. Not witchcraft. Well, unless you consider coders witches. *eg*

Or it's just "background-attachment: fixed;" in the .css, like mabs said.
