Sometimes. Thunder comes with it too. When it's like this, they're called thunder storms. When there's no lightening or thunder, it's just a rain storm.

That's the thunder. The stuff that goes BOOOOOOOMM, right? Thunder makes the loud noise and the lightening does the flashy stuff.

Why it's loud? Good question. I always thought it was the clouds wrestling, but I'm not too sure on that one.
