The City State of Prefton

The first group I will be covering is the City-State of Prefton. I lies in a lightly wooded region on the Northern shore of the Southern continent, and is a large port city on the Inland Sea.

The city of Prefton draws inspiration from the old Roman empire. In the city itself marble columns are thick in the architecture, and the city has a stone wall for defense. The State is governed by a Senate composed of about 600 Representatives from all across the territory claimed by Prefton. The Senate passes law in the territory as well as controls the Army. Senators have a lot of latitude to do as they see fit, such as commanding and overseeing military actions, but despite this corruption doesn't seem to be a large issue. The Senate may pass the laws but they don't have the authority to dictate to the Court, which can strike laws from the record should they feel they are not just. Senators are appointed by a convention of the Mayors in each district.

The Court is composed of Magistrates who are appointed by the Mayors as the Senators are. They have a level of power not unlike the Senators, and are equally able to command military forces. Most Magistrates are not selected for military skill however, and so traditionally their involvement with troops is related to the handling of suspected and convicted criminals. Most Magistrates have an actual court room but are just as likely to be found holding their court in a local command location for the Army as they are in an actual Court room.

As said before, the Court may strike laws from the record, but that authority does not lie with the individual district Magistrates. If a Magistrate feels that a law is not just they can stay sentience on someone who breaks it while they correspond with the Chief Magistrates in Prefton itself. If a Chief Magistrate agrees that the law needs to be struck then pending sentiences will be struck as well.

The government of Prefton is funded by sales tax, as well as local fees for services. Each Senator appoints a tax collector for their district. Community Mayors collect one tenth of what a merchant makes in a month as tax and passes half of that to the district tax collector. The other half is applied as needed in their own jurisdiction.

The district tax collectors use two thirds of what they collect on their own districts for public works and pass the remainder on to Prefton. Prefton uses what it collects to pay the Army and for public works not tied to any specific district.
