Not a real update

So the health care reform passed the house last night. I see almost no one being happy with this and I haven't actually read it myself so I have no opinion.  However I notice there's a huge problem with the way everything had been going as it went up to vote.  On Fox News (especially) and other stations as well as when other people talk about it, they always say "win". 
Now in an election, someone does win.  But this is a vote for an idea or law, the law doesn't win.  Laws aren't supposed to be a contest; they're supposed to be a way to improve the country or make it safer.  But do they mean the "democrats will win"? It doesn't matter, because this still illustrates how the government is a split competition. The way the parties react to each other nowadays makes me feel like there could be another Civil War.  But my point is that votes in cases such as these should not be, and should not be considered "trying to win."  They should be a compromise so that in the end the only thing that "wins" is America.
