The Moon program was canceled because our politicians felt it was a waste of money. They'd rather spend the money on buying votes instead. Will we ever have a manned program that goes outside of earths immediate orbit? Only if it becomes a matter of our immediate survival, or if private industry does it. But I think it's safe to say that our manned space program is dead. The ISS may continue on, but I think NASA will probably pull out of it in a couple of years. The Orion will be dead in a few years, and we'll never go back to the moon, much less Mars.
Why? Because our President and Congress are too busy spending trillions on guaranteeing their personal power and re-election. So who can afford anything to go to the moon? Not like that will win anyone any votes.
