Commas everywhere

Just one example chosen at random: "The White House courts him. The Tea Partiers shun him. The Republican senator from South Carolina, is right where he wants to be." (New York Times Magazine's web page for July 4, 2010).

It's become fashionable to insert a comma wherever -- this is my hypothesis -- there might be any slight desire to pause or inflect were the material spoken aloud.
