I know what once in a blue moon means, but I don't get what your trying to say with this line. Can you explain?

It was supposed to link to the sentence before, like this: Someone who doesn't even see her. Someone who can only insult her on the blue moon he does. I was trying to say that he barely noticed her, and when he did, he would only insult her. Does that make sense, now?
