Starting with 200x200 canvas, I placed the image and resized the image the way I liked, duplicated it and then used Auto Contrast.
To add some contrast I created new Brightness/Contrast layer (Brightness:23; Contrast:11).
The image looks a bit too pink and saturated, so I created new Hue/Saturation layer (Hue: +5; Saturation: -14 )

Then I decided to make icon green so it's time to paint:
- background (#78a451, set to Color, 73% opacity)
- hair (#b97b45, set to Color, 100% opacity)
- clothes (#4d6a62, set to Color, 100% opacity)
- highlights on Lydia's face (light peach color, using soft brush with small opacity, set to Soft light, 100% opacity)
- skin color (#f4e1c9 , set to Multiply, 55% opacity)
Time to add some light. I created new b&w gradient layer and set it to Soft light (100% opacity).
On new layer I painted with light green on the upper right corner and dark green on the lower left and set this layer to Soft light too.
To make icon look a bit grungy I set on Screen this texture by burnedbreads and erase it around Lydia's face.
To bring everything together a bit more I created new Gradient layer (#364226 and #a89b80) and set it to Hard light (49% opacity)

The icon looked a bit washed out to me so I created Hue/Saturation layer (Yellows: Hue: -4; Saturation: +15 ).
To add more contrast I merged all layers, desaturated it then blurred using Gaussian blur and set to Soft light (15% opacity).Then I added b&w Gradient map set to Soft Light(8% opacity). Still not enough contrast! I added new Exposure Layer (Exposure: +0.27; Gamma: 0.89)
Then I resized icon to 100X100 and added borders. By this time I absolutely gave up on the idea to make my icon muted, so I decided to make it more vibrant by adding new layer with light green on the upper right corner and darker green on the lower left corner and set it to Hard light.
Her hair is still not bright enough so I created Hue/Saturation layer (Yellows: Hue: -5; Saturation: +8 )and masked everything except for her hair and left side of the icon.
Then I sharpened icon using High Pass.
After that I created new Brightness/Contrast layer (Brightness:5; Contrast:15) and that's it.

The screencap itself was really dark but I really wanted to make something bright and red.
So first of all I added new Curves layer (input:105 output:67 ; input:203 output:148). Then Brightness/Contrast layer(Brightness:34 ;Contrast:8).
The image become brighter but also more pixelated. To reduce noise I added Topaz filter but erased it around her face.

To make everything even brighter I created Exposure layer (Exposure: +0.47; Gamma: 0.97).Then to add more color to her hair I painted with #caa43e around her hair and set this layer to Soft light (100% opacity). Next I created Selective Color layer with next settings:
Reds: Cyan: -13; Magenta: +3; Yellow: +3
Yellows: Cyan: -19; Magenta: -12; Yellow: +13
To add some highlights to her face I painted light peachy-yellow on her face and set this layer to Soft light (42% opacity)
To add some light I created two gradient layers:
1) b&w gradient layer set to Soft Light (60%opacity);
2) gradient layer (#371b1b and #ca9f9f) set to Hard Light 67% opacity. I erase it a little around her skin and hair.

The icon started to look pixelated again. Trying to get rid of it I merged everything together, blurred it and set to Soft light (45% opacity). Left part of the icon seemed too dark so I added this texture by raiindust and set it to Screen (33% opacity)
Her hair still lacking of contrast and look pixelated, so on new layer set to Soft Light (75% opacity) I painted around her hair with dark brown color using soft brush with small opacity.
To make icon brighter I set new layer on Hard light and paint mostly upper part of the icon with red. Then to make her eyes more stand out I painted on new layer with black color her eyes and eyebrows. I set this layer to Soft light (57% opacity).
Then I added another Brightness/Contrast layer(Brightness:14 ;Contrast:17)

Then I resize everything to 100x100 and took this texture by (???)
I set it to Screen and erased some parts of it. The texture is more magenta then red so I applied Hue/Saturation (Master: Hue: +17) to the texture.
Then I duplicated this texture and placed to the right side of the icon. After that I sharpened everything and added text.
