Cupcake Bright Coloring Tutorial
Achieve this bright coloring in 4 easy steps.
Uses color balance and Hue/Saturation.
01. this is going to be my base.
02. Duplicate it and set it to hardlight 25.

03. Duplicate your base, drag it to the top and set it to softlight 100.

04. Make a new color balance:
midtones: -13 -4 +11
shadows: +5 -32 +2
highlights: +30 -11 0
-->
05. I added a hue/saturation layer to bring out the green & cyan colors.
master: +27
greens: +100
cyans: +100
-->
