Very nice interactions. I understand Pop's point of view, occasionally whoring out some of his performers is much better than separating family. This would be even worse since anyone with Gypsy ancestry would have to be sent to some other group which is part of the ongoing conspiracy. There is truly a malignant bureaucracy running the empire, the prejudice against the Rom was fallacious to start with and is now completely irrelevant, they are currently no threat to the establishment, yet still the Hunt Decree is in force. I wonder what precautions Wayne Manor has against invasion by robbers. It looks like such an easy target, especially if criminals picked a time when Brenden and Bruce were both away.

Some possibilities are acting and makeup lessons not to increase attractiveness but to diminish it, or hiring a guard to watch Dick in public places,

Pop did what he had to do, not exactly liking it but his choices weren't too great.
And the original Hunt Decree against the Roma was prejudicial and continues to be, even though their numbers are so small now and they're in such deep hiding that they are no threat to anyone!

But didn't Bruce way back in the beginning of the first Arc have a complete Veil sewn for Clark? I thought it was something like a burqa and the wearer was suppose to be effectively invisible, neither speaking nor being spoken to. Clark is still real cute despite the sunglasses. Actually the most identifiable thing about Clark is the collar and manacles. I can't believe that Bruce Wayne thought half masks would keep even the dullest society reporter from identifying him. Lets see thats a guy with Wayne's height and build and hair color, escorted by Wayne's Prize. Three guesses who that is going to be and the first two don't count. I think what Dick needs is acting lessons so that he can dampen his personality in public. He can go from an astonishingly beautiful child to a fairly average teen and adult. It wouldn't be so terribly unusual and would protect him from a certain type of predator.

Yes, he ordered a complete Veil but I let that go by the wayside. I decided it wasn't the way I wanted to go.
As for Dick, I'd say that they will have to tackle the problem of his growing-up years, yes. It'll be a good storyline later on. *makes notes* Very good food for thought! :)
I love the world you've created here. Its so twisted that even the most decent people are forced to make choices that leave them feeling dirty. I'm so glad that Bruce is helping the circus. And how sad that he knows he'll have to be more careful in the future about showing his affection for his slaves.

I was just discussing the film noir genre with people yesterday, and that sounds like it, doesn't it? :) I do love that sense of difficult choices.
