I already got stuck on the first instruction..lol but I have PS7 as wel, but I don't have the filter fade sharpen. I thought that was for PS CS 2?

I should have made it more clear. It's not a filter. Right after you sharpen it you have to go to Edit and Fade Sharpen should be lit up.

Awesome tutorial! I'm using PSP 7 and it was pretty easy to translate, though I changed the ending steps. Step 6 I simply added a new layer, flood filled it with a light to dark blue gradient and set it to Soft Light at 70%. Here's what I got
