ftr the poster immediately hit me as one of those super popular pretty gothic dead girl fantasy posters I see sold CONSTANTLY in music stores.

My first thought was "Luis Royo" but there's not nearly enough ass in that picture to qualify as his work (although it is definitely tacky shit you'd find at a goth shop).
