i dont think the problem is actually with your line, I think its your neighbors. B/c it means shes tapped to your line not the other way around.
unless they boned up the drop line fromt he pole to the house...

well its fixed but now the upstairs neighbors don't have an upstairs phone but they're ok with it cuz they weren't gonna keep it or something. anyway, yes you can come by whenever ya want you know that, doors open, i'll be here, not going anywhere in that shit thats outside! bleh!
