I like Sailor Moon, but I was never a fan of this arc. Too many characters were missing during crucial parts; most of the new characters felt thrown in at the last minute and sloppily written; a lot of the information given seems random or to contradict older information....To me, it's a weak ending to an otherwise strong series.

Agreed. I found it very strange that virtually all the "sidekicks" - Luna and Artemis, Phobos and Deimos, etc - are all aliens from other planets outside our solar system, yet they all reincarnated on earth? Very weird, and also why? I was perfectly content when I just thought they were magical cats and birds. I definitely agree that there too many sloppy new characters and not enough time spent with old favorites.

I didn't have as big an issue with that (due to the Moon/Earth being the center of their kingdom) as I did with the fact that they were all luckily reborn in the same area. What are the odds, lol?
