Agreed. My husband grew up in a little harbor town on Lake Michigan. His parents had a sailboat. They put the leash on him anytime they were at the dock when he was small, because whenever he fell in, they could just yank him back out again.
I love them for going to really crowded places like Disneyland. My kids have a bit of freeedom and don't have to hold my hand (sometimes they just won't do it). But I don't use them for the park or grocrey store or the mall.
the only time/place i would use them is with a very independent walker (too big to be worn) like a 3-5 year old in a HUGE crowd like disneyland.... and then i would probably use the one that attached to the wrist. i had one when i was little for this reason. it's kinda hard to snatch/lose your kid when you are attached at the wrist.
