First, I can't imagine any reason a minor daughter of mine would need one done. It seems skeezy and inappropriate. Second, I think waxing is one of the worst methods of hair removal. If there was a compelling reason for her to have hair removal, she could choose another method.
What's skeezy about not wanting any body hair? I shaved every inch of my body starting in middle school and was thrilled when my mom started letting me get waxed later on. It wasn't sexual; I didn't even have sex until years later.

I know, right? I remove my body hair consistently whether it's winter or summer, whether I'm sexin' or not. I do it for myself. It just makes me feel gross, always has from the time it first started growing. I really don't understand why this is freaking out so many of the parents here.
I am not at all opposed to my teenage daughters removing their body hair (which they do). That doesn't bother me at all. I just object to going to a salon for it. We are frugal mcdougals and we don't pay for things we can do ourselves.
Well, I'm not a fan of home waxing at all (safety issues), and--as described in other comments-- shaving isn't a viable alternative for a lot of people.
I'm sorry, but I think a Brazilian wax on someone under 18 is inappropriate, period. After that, they can do what they want, but I don't want to know about it. And I would hope that I would be able to raise a child who didn't view all body hair as something gross to get rid of. I don't understand that mentality at all. As for a better method, I think threading is fantastic.
