10 year old tattoo

You come home one day to find your 10-12 year old daughter got a "tramp stamp" tattoo! (I apologize to the at least 1 person I offended by that term.)

Obviously, the kid had an adult with them while getting the tattoo.

Do you punish the child for asking for or accepting the tattoo?
Do you do anything about the tattoo itself?
Do you sue the tattooist (if there are laws related to this?)?

What do you do with the person who helped them get it, if it was...
A) The child's other parent
B) A babysitter or friend watching your kid
C) A brother/sister/mother/father-in-law
D) Your brother/sister/mother/father

(Assume for the sake of argument that the person-in-question could find a place that would do it to a kid that age.)
