While I can almost believe that people with rocks dumb enough to start fights with people with guns would fall for this, I think that what we have here is a reporter who is hoping that they are dumb enough to believe that this explains why the valiant rock-chucking hordes are routinely defeated by armed soldiers and further evidences their alleged depravity.

The base nature here is that somebody thinks somebody else is awfully stupid, and they are probably correct.
