This could be called a bingo; Mikado was just the person Izaya had been looking. Or, one of the one and a half people he'd been looking for.
And the way Mikado called him was a good sign. If it'd been Kanra-san, or Orihara-san, Izaya would have been disappointed. ] Mikado-kun? [ Let's answer Mikado's surprise with "surprise" of his own, delighted surprise. See? This is such an unexpected meeting, Mikado! But he's still happy to see you!
