Dear Representative Young,
Here is a little experiment for you to try:
Go outside on a sunny day in short sleeves. That sunlight falling on your arms is the equivalent of your "natural oil seeps". Stay out there for a half hour or so. Fells good, doesn't it?
Now stick your hand in the focus of a 3-foot Fresnel lens for a minute. That is the equivalent of the Gulf spill. As you gaze at the smoking ruins of your fingers, you can comfort yourself with the knowledge that sunlight is natural, and should do you no harm.
