He's a respectable Pokemon researcher. Somewhat strict, but very perceptive and level-headed. He's highly respected throughout the country, and certainly would never act in such a way.

...Normally I don't freely give out advice on training Pokemon, as it's best left for a trainer to discover his own way. However, since you are a foreigner to the fandom, I suppose some pointers wouldn't hurt.
