TOEFL or IELTS? A Dilemma

Nowadays, English proficiency is one of the most important requirement for studying abroad, no matter which country you are applying for. Even my destination is a graduate school located in Asia, it's likely I have to master that language too. For some people, it wouldn't be a problem. Most of teenagers in my country for example, they can speak English fluently. They are able to communicate in English without any worries. But such case is different on me. My English is so bad that I sometimes feel difficult to express my idea in English. Yeah, my English is that terrible. You will probably find many mistakes in my writing here.

Then, I have a plan to continue my study next year. I have compiled all the requirements and suddenly recognize that my TOEFL score is somewhat unsafe. It's exactly on the borderline. Well, even though it will be counted as passed minimum score, but it still in danger. Oh I'm sorry not to mention it before. That score is an ITP one, the institutional TOEFL. Not every university is accepting ITP, therefore I must re-take again the other types like iBT and IELTS. I have no idea what are the significant differences betwen iBT or IELTS, since they are consist of reading, listening, speaking, and writing. The one that I understand is just TOEFL iBT is from US, whereas IELTS is from UK. That's it.
