In another lifetime, or even a universe not that different from this one, the sight could've easily been a form of an Alcoholics Anonymous meeting--the cheap folding chairs, multipurpose room feel, and the whiteboard easel wheeled into the front all staples of such things.
This isn't one of those universes, though. This is the best Barney can do for a briefing in White Forest, and damned if he isn't going to try to make it look as good as possible. After all, this is important stuff, and he has no idea what these City 08 people are used to.
