The City. A dimension apart from our world, a nexus of time and space that draws individuals both living and dead into it's clutches until such time as it chooses to release them.

It's really a very simple concept. In this place, the living and the dead exist side by side. Death is transient, and death within the City is rescinded within a day or so, leaving the one who is dead merely trapped in this place.
