Unix is a family of operating systems that comply with the Unix Specification, while Linux is a family of operating systems that are based on and similar to the Unix family of operating systems, but are not fully compliant with the Unix Specification.

Do I win?

your sentence has been deemed "very thourough and comprehensive" by the judge, but he's thinking of making a 10 word limit next time.

But it is a run-on! "While" and "but" are both conjunctions and cannot be included without the use of a semicolon!

'While' is a subordinating conjunction, meaning that the while clause is a subordinate clause, cannot stand alone, and can be included in a sentence with an independent clause with no problems or semicolons. 'But' is a coordinating conjunction in this case used to join two predicates, again without a semicolon (though the comma that's there shouldn't be).

Wrong. In fact, using a semicolon would be nonstandard according to all style guides I know about.

In any case, it gets more complicated than the sentence above, because when Linux was first created, there was no such thing as any one "UNIX specification"; Linux implemented almost-POSIX semantics.
