I think the biggest reason this city has no organized police force isn't lack of manpower, but lack of citizen cooperation with any sort of investigation... not that there was any reason to expect he would tell us anything.

And now we have an influx of... zombies? They don't seem to be doing anything for the moment, though, so I'm reluctant to provoke them. Undead humans are still human... I can't-- If they do start to be a threat to anyone, I'm available to help.
