That's probably the result of the kind of people it likes to gather. There are some innocent civilians, but the majority of the citizens seem to be either criminals or crime-fighters.

There could be any number of reasons. Perhaps their strength isn't enough to go up against the City's criminals, or maybe they have loved ones here to look out for or loved ones at home they aren't willing to risk not returning to.
