How do you get the post office to recognise a new town or village?

I want to create a small village called "everywhere". In that village, there would be one road, called "there". On that road there would be one house, called "here". I would like in here. Hence, my address would be

blue_donkey
here
there
everywhere

I may allow someone to build a house next door. That house would be called "over"
