Sure, Japan's economy would crumble without the richest man in the nation and one of the richest men in the world, but see if the Emperor cares! Serves them right...
You could always lay out the cards and show the government 1) this is what will happen if you don't change your laws and narrow-minded thinking and 2) this isn't a threat but a promise.
Uh... I'm not the most savvy when it comes to business and how to run it, but won't you be losing a large work force specially educated to fit your needs? (Although, the Dutch and Scandinavians are increasing in their technological advances...) It seems like a risky thing to do.

My Grandpa owns an independant game shop, remember? I pay attention to the business. Personally, I'd really rather you didn't move Kaiba Corp. away from Japan. Its true that the Japanese government is very traditional, but their economy depends more on overseas marketing than most else. You'd scare a lot of people if you even HINTED that you planned on moving!
That's the point. I have tried using other incentives, but it seems that it's falling to the wayside. I don't want to take that drastic of a measure, but if I must, then so be it.

That plan of Leon's will only be used as a last ditch effort if they chose to fight me on this. It's not something that I will take lightly. I know that the cost of relocation versus the cost of production is far greater than I would like to lose.
