The magical healing used in that case didn't come from this world; it was a gift inherent from somewhere else, and in that case I doubt either magic or surgery would have been enough on its own.

I wouldn't think of it as 'relying' so much as 'enhancing', anyway. There are definitely high level surgeons in Luceti who practice without it in most cases.

Trafalgar Law runs the battledome. Litchi Faye-Ling runs the clinic. They're both excellent.
