Anyway. They're buildings that were highlighted for renovations... some time ago. -=Aka, the Colonel was doing them before he disappeared and came back.=- So building X is all set, Y is almost done, and Z is about half. Each of these buildings have five apartments and each of those are a one or two bedroom unit. Tiny kitchens. But the walls are solid and the glass is new.
