At first I'm like, I really wish this was a Batman game instead of a Batfamily game. :/ But if you think on it, it makes sense the fam would be dealing with them if Bruce is dead/gone, that's when they'd be comfortable emerging from the shadows... And of course Penguin would know all about them.
