There's apparently a broken dimensional gate, but even if its fixed I'm not sure it would actually help.

I suppose that if you beat Baal you may be able to leave, but he's...well, others have challenged him and failed miserably, or so I've heard.

There's a place called the Dark Assembly that lets you meet him. You have to convince the Senators. Plus there's some EXP requirement. I think it's just related to how long you've been here.
