Vinegar is not a good thing to use for kitty pees. When the vinegar breaks down, it has ammonia in it, which is also found in kitty pee (or some variant of it). So the kitty thinks this is a good place to pee since there's this wonderful pee/ammonia smell.

The pet store likely has some ammonia free pee cleaner that will break down the smell so the kitty forgets it used to be a good pee spot. :D

If it is on carpet you WILL HAVE to remove it. I don't care how many products you buy or what ppl say the cat will ALWAYS use that spot. If it is on a hard surface you need to use clorox or any kind of bleach. you will never geett the smell out of carpet, they will always detect it. Believe me. I only have area rugs and no wall to wall carpet. I do scoop my litter boxes twice a day though and no one has ever gone anywhere else since I started using the scoopaable litter and scooping twice a day.
