This guy is from Don't Rest Your Head, a tabletop game with a premise startlingly similar to Wake (in some ways. The Mad City is more like EVERYTHING TRYING TO KILL YOU LAND.)
He lives (for a given value of live) in the Thirteenth District, and punishes the Awake with death. Mostly because they're not punctual enough or something or HE IS JUST A BIG CLOCKWORK JERK.
Also he is very uptight about his appointments. This would make him more like the White Rabbit from Wonderland, except he also kills people with that big old clock hand he is holding.
Normally he has a mouth full of gears too but my tablet was going HURRRRR by that point and I was too frustrated to draw it.
I'll draw the Tacks Man and others later I guess.
