For example, the whole comic is based on a LOT of flashbacks. Everyone's story is told by flashbacks. So you get the 40's vibe because the old guy the Owl was talking to was the ORIGINAL night owl.
The story takes place in the 80's though, but with the flash backs it gives you the time era feeling.
As for all the hero stuff, basically it's.. take your super heroes, don't give them any powers(except one), and make them every day people who can kick ass better than most. It's Real life for the every day hero, not like superman's "HALT EVILDOER!!!"

As for Dr.Manhattan, he's not actually a psycho. The book does a better idea of how he sees. He's disconnected from everyone else because of how he views the world, or more precisely how he views time. Events for us happen in linear motion or so we think, events for him happen all at once and in linear motion. So, he's in the past getting zapped, he's in the future seeing things go nuts, he's in the present having a fight. He's all things at once.
My suggestion, if you REALLY loved the movie, is read the graphic novel. It's very good and it's also more into the intellectual side of human nature. It makes you think.
