Interfering with Sloth - though that can't exactly have been entirely the fault of Fullmetal here, given Sloth's normal level of utter genius, but still - and causing various issues all over for Kimblee, hasn't he? Sort of. You're in a place called Johto, and that floating thing following you around is called a Pokemon. Think of it like a pet. It'll follow you around even if you don't want it, but they're given to you to help you out.
